Access and activity evidence

Vigilance Watcher

Retain the context of technical-publication access.

Vigilance Watcher creates an append-only, tamper-evident record of who accessed which publication, when, from which device and under which entitlement. Review the evidence in Axis for security, compliance and export-control assessments.

For compliance, export-control and security teams, and auditors reviewing use of controlled technical publications.

Access and activity evidence
  1. Access and activity
  2. Append-only evidence
  3. Authorized review in Axis
Conceptual workflow illustration.

Review what happened with the access context intact.

An access event needs enough context to answer an investigation. Watcher records the user, publication, time, device, organization and entitlement, together with content-egress events and relevant administrative actions.

The append-only record makes alteration or removal detectable. Authorized reviewers can examine organization-scoped activity and export evidence with the verification information needed to compare it with the record.

Capabilities

What Vigilance Watcher adds.

Tamper-evident records

Retain append-only, hash-chained entries so changes or gaps can be detected. Review evidence against the recorded history.

Access context

Capture user, device, publication, time, organization and entitlement rather than an isolated page-view count.

Print, export and administration

Record content-egress events and relevant administrative changes alongside publication access. Review changes and subsequent use in one timeline.

Scoped review and export

Filter by organization, person, device, publication and period. Customer administrators see their own organization’s activity; authorized Licensee roles can review the wider installation.

Offline recording

Keep encrypted activity records on offline Horizon devices and transfer them when the devices reconnect. The central record incorporates that activity after transfer.

Working sequence

Record the event, then review the evidence.

  1. Capture the activity

Record the content access or relevant action with its user, device and entitlement context.

  2. Collect returning records

Offline devices hold records locally and transfer them when connectivity returns.

  3. Review and export

Authorized reviewers filter the evidence in Axis and export the relevant record with verification data.

Before configuration

Plan evidence ownership, storage and retention.

  • Size audit storage for expected activity and provide backup and archival arrangements.
  • Define retention and nominate compliance or security reviewers with the appropriate roles in Axis.
  • Assign an organizational owner for user disclosure and applicable privacy requirements.
Optional, separately licensed extension module

License evidence collection separately from enforcement.

Vigilance Watcher and Vigilance Sentinel are independent, separately licensed modules. Watcher records what happened; Sentinel provides access enforcement. NIVOMAX Insights provides operational analysis of platform records.

Audit retention and archival follow the Licensee’s requirements. Watcher provides evidence for a review; the responsible organization determines its disclosure, review process and applicable obligations.

Questions

Frequently asked questions

Does Watcher decide whether a user can open content?

Access decisions remain with the platform’s entitlement and authorization controls. Watcher records access and activity evidence.

Will an offline device’s activity appear immediately in Axis?

Offline records stay on the device until transfer after reconnection. They become available centrally once received.

Does licensing Watcher establish regulatory compliance?

Watcher provides an evidence record for the organization’s reviews. Regulatory assessment depends on the applicable requirements, operating process and the evidence being reviewed.
